The State Superintendent of Public Schools in California has just declared ‘that Chinese children cannot become pupils of public schools, public education being intended under the Constitution of the State only for those who can become citizens.’
The newspaper attributes a school-exclusion statement to California’s superintendent. Publication in Jackson does not make the reported school action a Mississippi event.
Reading limits
Source-ledger reading; no independent human or community review.
This establishes what the newspaper reported, not the legal correctness of its assertion or an independently verified action by the superintendent. It does not describe schooling in Mississippi.

Does this report concern Mississippi?
No. It reports a California official's declaration about California public schools. It was printed in a Jackson newspaper, which tells us what Mississippi readers were shown, not what Mississippi schools did. Where a report is printed and what it is about are two different places.
