Does this letter show that a Chinese association funded the case?

No. It asks for two copies of the printed record, and its writer describes himself as an executive secretary of the association on the letterhead. Requesting court papers is not paying for litigation, and this letter names no payment.

Is this the same association as the Tri-State Chinese Merchants association?

Nothing here says so. This letterhead reads United Chinese Merchants' Association; the Dundee and Alligator notices name the Tri-State Chinese Merchants association. Two names are two names until a document connects them.
