Does this show the association was based in Dundee?
No. It reports that the association was organised and that a man from Dundee was named its first president. Where a president lives is not where an organisation sits, and this notice was printed in a Memphis newspaper.
Mr and Mrs. S. W. Lee and Curtis Lee → reported traveling to attend → Tri-State Chinese Merchants Association
